2 fugitives wanted in violent Brookshire kidnapping caught in Mexico, FBI Houston says

Lorie Lin Flowers and Santiago Hernandez Jr. were captured by FBI agents in Michoacán, Mexico, the FBI said Tuesday.

HOUSTON — Two fugitives wanted in connection with a violent kidnapping in Brookshire, Texas, were captured by FBI agents in Mexico, according to FBI in Houston.

Lorie Lin Flowers and Santiago Hernandez Jr. were captured by FBI agents in Michoacán, Mexico, the FBI said Tuesday. They were wanted on federal charges for their alleged participation in the kidnapping of three people on March 18, 2023.

Hernandez and Flowers have their initial appearance scheduled for 1:30 p.m. PST in Los Angeles. Houston agents worked with FBI Legat Mexico City, FBI's Guadalajara office, and the Attorney General's Office of the State of Michoacán in Mexico to locate and arrest both fugitives.

The FBI said in August 2023 that in March of that year, a human smuggling operation with six migrants inside a truck was heading to Houston from Eagle Pass. A chase and shooting broke out in Waller County.

Three people were shot, while three others were taken hostage, federal officials said. Two of the hostages were released after a ransom was paid.

A third was rescued after an FBI operation that killed another suspect.
