VIDEO: Richmond officer accused of roughing up woman during traffic stop

The officer has since been placed on leave while the claim is under investigation.

RICHMOND, Texas — A Richmond police officer is on administrative leave while he's investigated for claims he brutally beat someone during a traffic stop in January, according to  the police chief. 

The claim against Officer Bradley McNeal, is under investigation by the Texas Rangers and internally by the Richmond Police Department.

Richmond police were first notified of the complaint by Isaura Cecilia Moreno on March 20 by the Fort Bend County District Attorney's Office. 

The department received a formal complaint two days later from Moreno's attorney.

That's when Richmond Police Chief Gary Adams asked the Texas Rangers to conduct a separate investigation from the internal one. 

Adams says both of those investigations are ongoing. McNeal has since been placed on leave until the investigations are complete, according to Richmond PD.

Moreno was arrested the night of the Jan. 31 traffic stop. Moreno was charged with assault on a peace officer, resisting arrest and interfering with public duties. 

A Fort Bend County grand jury indicted Moreno for assault on a peace officer Feb. 18, but that charged was dismissed Monday.
