HOUSTON — Pet overpopulation is a problem that makes our neighborhoods less safe, overcrowds our shelters,  and causes pain and suffering to millions of animals.  One solution to this problem is spaying and neutering our pets.  Spaying and neutering helps control pet overpopulation.  It can help pets live longer.  It prevents testicular cancer in male pets.  It helps improve their behavior.
