Documents: Officer initially didn't think Cowboys' Ratliff was intoxicated

While Jay Ratliff eventually failed a field sobriety test and declined to submit to a Breathalyzer test, the responding officer wrote that the veteran Cowboys defensive player did not initially show signs of intoxication.
