Woman arrested after dragging Yorkie behind SUV

A 27-year-old woman has been charged with cruelty to animals after neighbors witnessed her dragging her five-pound Yorkshire Terrier by its leash with her Ford Expedition. The Yorkie's paw pads and toenails were torn off.
