Girl’s father says accused daycare molester played mind games

HOUSTON—The father of a now 4-year-old girl says he trusted a woman who ran a daycare in Katy, but now, he’s wondering just what she knew.

The woman’s husband, Cesar Chavez, is accused of molesting two little girls. 58-year-old Chavez allegedly assaulted the female toddlers inside the home daycare in the 2200 block of Gray Hawk.

Based on the separate accounts from each victim, investigators call him a predator. A concerned father said he can think of worse names.

“He’s a bad person. What he did is bad. It’s the worst crime you can do,” he said.

KHOU agreed to conceal the father’s identity to protect his daughter. He says she was stripped of her innocence by a monster. He accuses Chavez of not only molesting his daughter but also playing mind games to keep her quiet.

“He scared her with nasty, ugly dolls and stuff like that,” he explained. “[She] never said anything to her mommy because she was scared. The guy scared her.”

Investigators with the Harris County Sheriff’s Office identify Chavez as the operator of the home-run daycare. However, this father claims it was Chavez’s wife who was in charge of the operation.

While she has not been charged, he holds her partly responsible.

“They fooled people, the couple. I think she let him do whatever he was doing for a reason,” he speculated. “She left the kids with this guy, and I’m sure she knows what he was doing.”

Chavez is behind bars at the Harris County Jail on $60,000 bail. He is due back in court in late August. Investigators said they fear there could be more victims.
