BEAUMONT, Texas -- A 27-year-old mother has some explaining to do after authorities say she was captured on video slapping her 8-month-old daughter repeatedly.

In the video, taken by a neighbor, the noise of each slap can be heard loud and clear.

The neighbor who recorded it only wants to be identified as Hakim.

Hakim says he took the video as proof of the force that was being used to discipline the baby girl on Liberty Avenue in Beaumont.

“It was kind of loud for me to hear with my door closed,” explained Hakim. “That’s what made my heart just fall. It was too hard.”

Authorities arrested Tieralyn Angelle at a home in Port Arthur on Thursday after receiving tips.

Angelle was arrested for violating her probation on an unrelated burglary charge.

Her capture came two days after the video was posted.

Hakim says police weren’t interested in seeing until he posted it on Facebook.

“They went up to the house and looked at the baby and came back out. Five minutes, and they were gone. Nobody asked to look at the video or anything,” explained Hakim.

Hakim claims he told 911 he had video when he called.

He wants the child’s mother to pay for what he believes is abuse.

“I’m just hoping I saved a baby’s life so it won’t happen again. It’s a sad thing to see,” said Hakim.

Child Protective Services said it got involved after seeing the video online and receiving calls from the media.

CPS calls Hakim’s actions a clear example of how to help a child in danger.

“If somebody sees a child being abused or neglected and they have the opportunity to take video with their cell phone, please do,” said spokeswoman Shari Pulliam. “What this guy did, I can’t thank him enough. I’d like to meet him in person and thank him for what he did.”

The man who owns the home where the incident happened claims Angelle is only an acquaintance who is down on her luck. He says he bought her baby supplies and allowed her to stay the night.

He insists he was not present when the slapping occurred.

According to authorities, the baby does not appear to have any visible injures.

The child is now in CPS custody.
