Boy riding bike struck, killed in Texas City

TEXAS CITY, Texas — A boy who was riding his bicycle died Thursday when he collided with a car on a residential street, police said.
About 2 p.m., Jephrey Vincent, 11, of Texas City cycled north onto 13th Avenue North from an improved access road named Sting Creek and into the path of a four-door Mercury driven east by a 77-year-old woman, Cpl. David Viel of Texas City police said.
Bystanders who rushed to the scene said they found Vincent unconscious and not breathing. They said a medical crew administered cardiopulmonary resuscitation and rushed him to Mainland Medical Center.
John Florence, a spokesman with the Galveston County Medical Examiner’s Office, said Vincent suffered head trauma and was pronounced dead at 2:30 p.m. An autopsy was scheduled for today, Florence said.
Police documented the scene, including a broken mirror on the car’s passenger side.
No stop sign is posted where Sting Creek meets 13th Avenue, and it was unclear whether Sting Creek is a public street.
Sting Creek is an access road to a grassy field where organized youth football leagues once played, Viel said. It parallels a creek between Our Lady of Fatima Catholic School and Texas City High School.
Jessica Martinez lives nearby but didn’t see the accident. She said she spoke with a boy who said he was Vincent’s cousin.
“His cousin said (Vincent) was playing in the ditch, and he was going to go back to call his friends to where he was playing,” Martinez said.
After the collision, police found Vincent’s bicycle about five feet from the road, resting on a sidewalk.
The car was stopped in the opposing traffic lane, 20 or so yards east of the bicycle.
Viel said police do not expect to file charges in the death.
“It doesn’t appear she was speeding, and she didn’t have a stop sign,” Viel said.
“It appears to be an unavoidable, tragic accident,” Viel said.
Dusty Jones, who went to the accident with Martinez, said Vincent wasn’t wearing a bicycle helmet.
