Child drowns in pool, some blame East End apartment complex

HOUSTON -- A 23-month-old boy has died after neighbors pulled him from a pool. It happened at a southeast Houston apartment complex late Monday afternoon.

Neighbors found the child, Conar Matthew Rose, in the pool at the Vista Bonita Apartments, located on Tallyho near the Gulf Freeway.

Police say the baby was left unattended for a short while and wandered out an open door and into the swimming pool area. 

Although the area was completely fenced, there were several gaps wide enough for a child to walk through.  Police believe the baby walked through one of the gaps and accidentally fell into the pool. 

A short time later, the child was found unresponsive. He was not breathing. His grandmother and a witness both administered CPR, but the child was already gone.

The witness who tried to save him blames the complex.

"The gap in the fence is big enough for me to fit through. If I can fit through at the age of 46 and at 130 pounds, then I know a 1 year old can fit through," said the witness.

And according to the Houston Chronicle, the apartment complex has been cited in the past. The Chronicle reports the complex has had 130 violations in the past two years, including some violations for utilities.

But the owner of the apartment complex says these violations are frivolous.

No charges have been filed at this time.
