Attorney: Police video shows HPD at fault in 'CIA agent' shooting

HOUSTON—The attorney for the widow of a man shot by HPD said Wednesday a newly-released dash-cam video shows officers acted improperly.
Police shot and killed Roland Carnaby, a man who claimed to be with the CIA, after a high-speed chase through Houston.
But why did the chaotic scene end with Carnaby lying dead alongside a Houston freeway?
The video starts out as an everyday traffic violation. Police pull Carnaby over on Highway 288 for speeding.
Carnaby identifies himself as a member of the CIA, but within minutes, police learn otherwise.
That’s when things started to go awry.
An officer can be heard telling Carnaby to step out of his truck and asking him if he is armed.

But Carnaby speeds off, leaving the officers to give chase.
As the chase winds on, Carnaby is seen throwing an unidentifiable object out of the car.
Eventually, he pulls over on the West Loop near the Galleria.
But he still won’t get out.
Officers surround the SUV and begin bashing the passenger’s side window.
That’s when the driver’s side door opens.
Police, fearful that Carnaby is going to run again, rush to the driver’s side door. Carnaby ducks behind the door and gets out.
At about the same time, an officer turns the corner around the door, and Carnaby is shot.
Attorney Randall Kallinen, who is representing Susan Carnaby, said the tape shows that police did not give Carnaby time to react before opening fire.
“The City of Houston’s high-risk approach policy is faulty,” Kallinen said.
“If they would’ve done the right procedure, it wouldn’t have mattered, because they startled him and he’s getting out and it’s complete chaos,” he said.
Air 11 was also over the scene that day. 11 News timed the standoff and found police spent nearly one minute, 45 seconds instructing Carnaby to get out of the car.
HPD maintains its officers followed procedures in doing so.
But Susan Carnaby believes the video proves that her husband should still be alive today.
