Ambulance delay blamed for infant's death

Dorcia Moore was taking care of her 7-week-old godson Jay on Friday. She said she tried to wake him from a nap just before noon, and that’s when her hellish nightmare began.

“I picked him up and I was saying 'Jay, Jay,' but he was like cold, stiff,” said Moore.

She started CPR.

She and neighbors repeatedly called 911, according to Moore.

“We all waited for 911, kept calling 911 and nobody responded. I had everyone help. I said you all call 911 so they can get here. They never made it,” said Moore.

Moore said there was still no ambulance 10 minutes later, so she flagged down a police car.

“And then we waited for a little bit and he got on his walkie talkie and again asked what is holding 911 up. And then it was probably another 10 minutes or something like that and then the fire truck showed up,” she said.

Even though she lives two minutes from a fire station, Moore and her neighbors say it took 30 minutes for a fire truck to get there. Another 20 minutes passed, says Moore, before the ambulance arrived.

“I know he would have lived. I know he would have lived. Because when they kept doing CPR on the baby -- it took a while -- then blood started coming out of the baby’s nose," Moore said. "The ambulance hadn’t even come here yet. So the lady doing the CPR she just broke down and cried because there was nothing we could do."

A spokesman for the 911 center said Moore originally gave operators the wrong address which was miles away and said it took 17 minutes for emergency crews to get to the scene.

They revived Jay and found a pulse, but only for a minute. The infant eventually died.

“They should have been here. They should have been here. If they got that little pulse from him then they should have been here. He didn’t have to die,” said Moore.

The baby's death is being investigated by Houston police.
