Wife of ‘CIA operative’ shot by police to sue

PEARLAND, Texas -- The wife of Roland Carnaby, the man who was shot and killed by Houston police following a high-speed chase Tuesday, plans to sue.

Houston attorney Randall Kallinen has been retained by Carnaby’s widow. He said he expects to file a lawsuit against the Houston Police Department for engaging in that high-speed chase even though Carnaby posed no threat and had no criminal record. He alleges too that the officers involved in the fatal shooting had a checkered record.

“The police officers involved in this particular shooting have a history of serious disciplinary actions by the Houston Police Department,” Kallinen told 11 News.

Roland Carnaby has proven to be somewhat of a mystery, friends and family – including many law enforcement officers – say Carnaby was a CIA operative.

In fact, before the deadly chase began Tuesday, Carnaby gave the officer who had pulled him over identification indicating he was with the CIA. The officer was checking the authenticity of the identification when Carnaby took off, said HPD.
