Fume fury: Neighbors say River Oaks development is going to stink

HOUSTON—There’s no such thing as a perfect neighbor, but Tom Horan says the development behind his home has gone too far.
“The concentration of car fumes is going to be incredible,” Horan said.
Workers are building a four-story parking garage right behind Horan’s home.
It will serve a new Barnes and Noble, among other stores, at the River Oaks Shopping Center.
Horan says the new traffic the development will attract just plain stinks.
“I mean the air, it’s pretty clean right now. It feels good. But if you can imagine the oppressive fumes and how it’s going to take over the beautiful plot of land for my grandbabies to play in. It makes me sad, and it makes me mad,” Horan said.
Horan wants the developer, Weingarten Realty, to do more to address not only the potential for car fumes, but also the increased noise.
Some neighbors say that’s already happened.
“They’ve listened to everything we’ve said,” Live Oak Civic Association President Buddy McCauley said.
McCauley said Weingarten has met with neighbors over the past year and made several concessions.
One plan is to use windows to cover up open spaces at the new garage.
“They have responded to our needs the best they could,” McCauley said.
In a statement to 11 News, the company didn’t talk about specific plans. But they did say they’d made “significant capital investments to address the concerns of our neighbors regarding aesthetics, security and privacy.”
But that’s not enough for Horan.
He plans to hold a press conference later this week and call for an environmental study to address the car fumes.
