Rosa Flores' 11 News report

An off-duty reserve deputy constable working a second job downtown shot and killed a suspect who tried to rob him Saturday.

The incident occurred in a parking lot at 1400 Chenevert, near the Toyota Center, around 2 p.m.

Police say Reserve Deputy Constable Richard Jue, 49, owns a business downtown and rents out his lot and the lot next to it for patrons going to events.

He was working as a parking attendant for people headed to the gun show at the George R. Brown Convention Center when he was approached by a man asking if he had change for a $100 bill.  When Jue said he didn’t, the man left.

That man and another suspect came back a short time later and parked in the lot, paying with a $100 bill. Jue gave him the change and walked away to use his cell phone.

As he was talking on his phone, one of the suspects said they did not want to park there anymore and demanded the money back.

Both suspects began hitting Jue on his head and body.  As he began to lose consciousness from the blows, he pulled out his weapon and fired, striking one of the suspects in the torso.

That suspect, David Lee King, 19, stumbled across the street and collapsed.  Paramedics were called and took him to the hospital, where he was pronounced dead.

The other suspect, Byron Ray Thomas, 19, got away with the cash in a silver, late 90s model Ford Taurus. The last three numbers in the license plate are 890.

Police are asking anyone with information on Thomas’ whereabouts to contact HPD Homicide at 713-308-3600 or Crime Stoppers at 713-222-TIPS.
