Teenaged hazmat crews caught on tape

At first it seemed like just another accident. An 18-wheeler loaded with sand lost control and crashed near New Caney.
But it was what 11 News cameras caught after the crash that grabbed our attention.
The crews brought in to cleanup diesel that spilled from the truck’s fuel tanks were unusually young. And they could be seen walking in potentially contaminated water.
The cleanup involved New Caney firefighters, a handful of officers and the young hazmat workers, who in some cases weren't wearing protective headgear, boots or even long pants.
The Texas Department of Transportation said the owner of the truck that crashed hired HazMat International to cleanup the potentially hazardous spill.
“They must have some sort of company that will go out there and address these issues. When something happens like this with a diesel spill or a hazmat spill,” said TxDOT’s Norm Wigington. “They've got to have somebody out there that can go out there immediately.”
Cleanups can be expensive for the trucking company and lucrative for the cleanup company, costing thousands of dollars.
TxDOT said the man collecting the cleanup fee in this case would be Montgomery County Constable Pct 4 Travis Bishop who happens to be the hazmat company’s owner.
11 News video captured him instructing crewmembers during the cleanup.
It is unclear if the workers were certified as required by law to handle environmental spills and accidents.
There is also doubt if the job was even finished. More than two weeks after the accident 11 News found a mess with debris left near a bridge.
