Gailbraith died at the scene.

Coons' car windshield was smashed and part of his car damaged, and an off-duty Houston police officer followed the driver to a location where he stopped and was detained.

Coons has been charged with intoxicated manslaughter.

"While it is a dark roadway, and the male was riding his bicycle in the roadway, he had reflectors on the back of his bike," Sgt. S. Wolverton said. "Witnesses also saw the driver run a red light at Boudreaux and 2920, which is a very congested area."

Sgt. Wolverton said Coons was going in excess of 70 mph, and the speed limit is 45 mph.

According to the sheriff's office, Gailbraith had been in the military and was honorably discharged.
