City hall security concerns surface after egging

City Hall is open to all, a public forum.

Horton, who calls himself Senator, is known by pretty much everyone.

Man arrested for throwing egg over Mayor White's head during a city council meeting.

Not so much for his nearly weekly rants during public comment.

He’s the egg man.

Wednesday the egg man struck again.

This time the egg hit 10 feet above the Mayor.

“I saw him throw the egg and so I knew what it was that hit the wall,” said Mayor Bill White.

Police acted fast to remove Horton from the chamber.

Council’s reaction was just as swift.

“People watching at home could say wow. City Council it is easy to come in and just throw things at people if you want,” said councilmember, Carol Alvarado.

Expressing not only concern for fast action for future security, but for mental health care for those who come to council and my need it.

“I don’t know if it is a responsibility. But I feel compelled that we should at least see if we can get them some assistance,” said Council woman Ada Edwards.

It’s not the first time.

In 2004 Horton’s throw was caught on tape.

Horton was dragged from the chamber and charged with a misdemeanor.

Then the mayor suggested the incident was being reviewed. “The matter has not been dealt with as expeditiously and effectively as I would have wanted. But we do want to make sure that we protect peoples rights under the constitution.”

The right to speak is protected, to assault is not.

Horton is being held on a class c misdemeanor.

He’ll be appearing in another chamber, court on Thursday.
