The boys died at the scene.

Both teens died at the scene.

They have been identified as 16-year-old Sergio Garcia and 13-year-old Jorge Rodriguez.

Police say charges are pending against the driver, 19-year-old Toribio Ybarra.

Witnesses said the 19-year-old driver had pulled out of George Park at a high rate of speed and was trying to pass other cars.

"It's a two-lane road, speed limit's 20 miles an hour coming out of the park," said Sgt. Lowell Neinast with the Richmond Police Department. "Witnesses say the car was traveling anywhere between 60 to 80 miles an hour on the two-lane road, tried to pass approximately four cars."

He swerved to miss an oncoming car when he hit the teens, according to Neinast.

Both victims were killed instantly.

Ybarra's car flipped over and landed in a nearby yard.

Ybarra and a passenger in his vehicle were taken to an area hospital to be checked out.

Police found no alcohol in the vehicle but said Ybarra would be tested for drugs and alcohol.
