AUSTIN, Texas -- Texas has the second-highest number of voters, but since it votes predictably Republican neither party spends much time or money here.

Both President Barack Obama and Romney have taken millions of dollars out of the state to spend in swing states. But that could change.

Steve Munisteri, the state Republican chairman, says his party was on a downward trend until 2010. He said he will need to add Hispanic members to keep the party strong after 2016.

Democratic Party Chairman Gilberto Hinojosa says his party could win more races if it had more money and could get out the Hispanic vote.

Out of 4.3 million Hispanic citizens of voting age in 2010, only 1 million cast ballots. Whoever can deliver the other 3.3 million Hispanics will win elections.
