AUSTIN A violentsex offender who escaped from a Houston halfway house earlier this month has been captured near Dallas.

Thomas Lee Elkins, 58, was named one of the state s 10 Most Wanted Sex Offenders after he discarded his electronic monitoring device and disappeared on October 5.

Elkins rap sheet includes: aggravated sexual assault; aggravated rape; forcible rape; indecent liberties with a child; aggravated kidnapping; and aggravated battery.

He was arrested by Coppell police and a DPS trooper who were acting on a tip from Arizona. The tipster will receive a $5,000 reward.

So far this year, DPS and other agencies have arrested 29 Texas 10 Most Wanted Fugitives and Sex Offenders, including 20 gang members.

Tipsters have received a total of $93,000 in rewards for those cases. The cash rewards are funded by the Governor s Criminal Justice Division.
