GALVESTON A shortage of qualified volunteers is keeping Boy Scouts of America from starting a troop at the Island Boys and Girls Club.

Club Director Cheryl Chatman and Athletic Director Mark Stephens wanted the Johnny

Mitchell Branch, 4420 Ave. P, to be a regular meeting place for a Boy Scout troop, but don t have enough staff to run the meetings. Ideally, men from the community would run the meetings, with some oversight from club staff, Stephens said.

There are 10 Boys and Girls Clubs in the greater Houston area. The Johnny Mitchell branch boasts a membership of more than 11,000 children.

But Stephens can count the total number of volunteers the children know on one hand.

I can see why, because a lot of people can t pass a background check, Stephens said. Ours is one of the hardest.
