HOUSTON The crash that killed 15 suspected illegal immigrants in South Texas was caused by a faulty tire and the driver s evasive action, the Texas Department of Public Safety said Tuesday.

Ever since the crash, which happened along a busy stretch of Highway 59 on July 22, 2012, investigators have been combing through the evidence, looking at photographs and fingerprints, trying to identify the victims.

In all, 23 people were loaded into the cab and bed of the white Ford F250 when it left the right side of the highway near Berclair, about 90 miles southeast of San Antonio, and struck two large trees.

Eleven people including the driver, 22-year-old Ricardo Mendoza-Pineda were pronounced dead at the scene. Four others later died at the hospital.

Investigators believe the truck was headed to Houston when it crashed.
