HOUSTON -- Residents of a southwest Houston apartment complex were angry after their water was shut off due to the complex having a nearly $40,000 unpaid water bill.

On Tuesday, for the second time in two days, the city of Houston cut off the water at the Saint James Place Apartments.

At about 4 p.m. it was turned on again, but residents complained that the pressure was low and that the water was murky brown.

The residents said their water payment is supposed to be included in their rent. They came together Tuesday to confront the property s management and couldn't get in the office.

The families said they are upset that they can't do the most basic tasks.

It's messed up over here, man I'm telling you, one person said. We can't even flush the commodes or nothing. It's sad.

This isn't the first time the residents say they've gone through this.

I think they should give me my money back because the water was turned off also in August, for nonpayment, Annie Brooks said.
