HOUSTON -- Houston City Council members approved a $70,000 settlement Wednesday in a former Bureau of Animal Regulation and Care veterinarian's wrongful-termination lawsuit.

Dr. Gil Costas was fired in February 2009 after he reported animal abuse at the animal-care agency.

He claimed in the lawsuit that his firing was in retaliation for complaining.

He sued the city under the Texas Whistleblower Act.
