HOUSTON An arbitrator has ordered the Houston Police Department to re-instate one of the officers fired over the beating of a teenage burglar.

Officer Gaudencio Saucedo and two other officers were not indicted for the March 23 incident, but they did lose their jobs. Four other officers were charged and are awaiting trial.

The officers charged are accused of stomping and beating 15-year-old Chad Holley after he was caught breaking into a storage facility. Holley was found guilty of burglary in October.

Holley s arrest was caught on surveillance cameras, but the video has not been released.

The City Legal Department and HPD management is reviewing the arbitrator's decision and will reserve comment until the review is complete, the Houston Police Department said in a statement released Tuesday.
