HOUSTON A new citizens survey, presented to the Houston City Council this week, shows not everyone thinks HPD officers are fair.

Sam Houston State University asked 18,500 people about the police department.

While about 72 percent of whites and Hispanics believed the officers were fair, only 47 percent of African-Americans thought so.

Surveyors also concluded that the results show less faith in HPD than in 2008.

While more people believed the officers were well-trained, fewer thought they were hard-working or respectful.
