HOUSTON Houston police say an officer opened fire on a suspected robber early Monday, killing him.

Officers were called to the Plainfield Inn located in the 9600 block of Plainfield Street near Bissonnet and the Southwest Freeway at about 7 a.m., police said.

Management at the Plainfield Inn said a tenant living in the motel on a weekly basis was followed into the lot and beaten and robbed. A manager scared off the suspect.

Houston police said they found Hallis Kinsey, 26, walking in the street doing some kind of boxing move. Officer T. Truong tried to talk, then handcuff Kinsey, but Kinsey was resisted and threatened and charged Truong several times, police said.

Fearing for his life, Truong fired one shot killing Kinsey, police said.

It s unknown at this time (if the suspect was armed). He was physically assaulting the guest at the Plainfield Inn and was attempting, and did strike our officer more than once, said Jodi silva with the Houston Police Department.

Detectives have two witnesses who saw everything here and said the motel may also have surveillance video.

The police officer was telling him to not be belligerent and step back; and I guess he was being belligerent and was like coming toward him and he just fired off and shot him, said British Williams, who was staying at the motel.

Truong was not injured in the incident. He was sworn in as an officer in December 2003 andis assigned to the Westside Patrol Division.

As is customary inan incident in which an HPD officer discharges his duty weapon in the city limits, the case is being investigated by the HPD Homicide and Internal Affairs Divisions as well as the Harris County District Attorney's Office.
