GALVESTON Mardi Gras is a time for free spirits. This week, the city council will decide if it also will be a time for free parking.

The council is scheduled to vote Thursday on an ordinance that would waive the $1-an-hour or $8-a-day parking fees on Seawall Boulevard during Mardi Gras. And with less than two weeks until the kickoff of this year s event, council members appear split about whether the charge should apply during a time when an estimated 250,000 people visit the island.

Mayor Lewis Rosen said Monday he was firmly on the side of charging for parking during Mardi Gras.
