HOUSTON -- Houston Mayor Annise Parker unveiled an initiative that she hopes will address concerns over alleged police misconduct and brutality at the Houston Police Department.

Those concerns were raised in the wake of the videotaped beating of a handcuffed burglary suspect.

Parker said she s creating two new police oversight boards to replace the existing citizens' review committee.

She's also hiring a police consulting agency to look at the culture in the department.

This plan will allow for increased public input on matters of public safety, it will also address concerns after the release of the video of the Chad Holley beating, Parker said.

Quanell X and other community leaders say the mayor's plan doesn't go far enough, and plan to rally outside City Hall next week.
