HOUSTON A 60-year-old mentally challenged man was struck and killed after getting off of a Metro bus in northwest Houston Tuesday morning.

Relatives identified the victim as Carl Belin. He was on his way to work at On Our Own Services when he was killed.

According to Houston police, Belin and two of his coworkers had just gotten off the bus in the 10500 block of Hempstead Highway and were standing on the shoulder, waiting to cross the road. A woman driving a black Chevy Malibu saw the two coworkers pass in front of her vehicle, but did not see Belin until it was too late and struck him.

A second car, described as white with tinted windows, then ran over Belin s body and kept going.

The Malibu driver remained on the scene and attempted to provide medical assistance, but Belin was pronounced dead when paramedics arrived.

His niece, who took care of him, was devastated. So were his coworkers.

Carl s boss said he was a leader and that he worked nearly 20 years directing roadside litter cleanup. They all say they will miss his sense f humor.

Always cutting jokes and the life of the party. We always have a Christmas party and Carl would bring his guitar and sing old Hank Williams and Willie Nelson songs for everybody, said Sean Quigley, Our Own Services. Always with a smile on his face. Always, you know, if somebody was down, you know, he d pat you on the back and say, you know, let s get going.

Anyone with information on the second vehicle involved in the accident is urged to contact the HPD Hit and Run Unit at 713-247-4065.
