HOUSTON -- The Houston Police Department is facing a budget issue because of the decision to cut back the department's overtime.

While HPD originally cracked down on overtime to save money, the reduction of manpower cost the city because 50,000 fewer tickets have been written since July.

The drop in the number of tickets written combined with the loss of red-light camera money has left an even bigger hole to fill.
