NEW ORLEANS -- Despite some gains in recent years, chronic challenges remain in improving Louisiana public schools.

A report released by the Council for a Better Louisiana found that roughly 250,000 students are performing below grade level.

Three of four fourth graders have only achieved a basic grade in reading on a key state test.

The authors of the report say the figures point to the need for more education improvements and less infighting.
