HOUSTON An immigrant smuggling investigation is underway after a man dressed only in underwear flagged down a Houston Police Department officer for help Wednesday morning.

The man led the officer to the Casa Del Sol Apartment Homes located in the 9500 block of West Sam Houston Parkway near Bissonnet.

That is where officers found and detained 20 men, at least 10 were found in one unit.

A woman who lives at the complex said the men were thirsty and hungry. She broke down in tears saying she went to buy food and water for the men.

Officers were seen carrying Styrofoam boxes and cups to the men who were sitting in patrol cars.

HPD officers said the men only spoke Spanish. Investigators said the men appeared to be immigrants and may have been held against their will.

Officers were trying to figure out if any of the men arrested were holding the group hostage.

Several hours after the arrests, an Immigration and Customs Enforcement bus pulled into the complex s parking lot.

ICE released a statement Wednesday afternoon:

ICE-Homeland Security Investigations Houston has responded to the location and is conducting an investigation into alien smuggling. Our agents are in the process of working to find out who is responsible for bringing those individuals into the U.S. plus find out who is the smuggler. I have no further details at this time.
