HOUSTON—A woman who was assaulted by officers in East Texas six months ago has reached a settlement.

Sha Diggles sued the department for excessive force, racial discrimination and conspiracy, but settled the case for $75,000.

Her attorney Cade Bernsen said on May 5 his client had been taken into custody for falling behind on payments for a traffic violation.  Words were exchanged, and the situation quickly spirals out of control.

Surveillance video from inside the jail shows the officers trying to drag Diggles by her feet to a holding cell, one of them losing his balance and falling when her shoe comes off.

Diggles said the officers pulled her hair so hard that she still has a bald spot nearly a month after the fact.  She also said her braces and teeth were damaged.

The charges against Diggles were dropped and in a special session, the city council unanimously voted to terminate both officers.

The officers lost their jobs, but were not charged.
