A man is accused of tossing his unwanted dog over his shoulder then driving away from the Animal Care Services facility.

ACS staff said they saw the whole thing. They quickly wrote down the man's license plate number and scrambled after the frightened dog before so that he wouldn't run out onto Hwy. 151.

"Animal dumping, even in an animal shelter, is illegal," said ACS spokesperson Lisa Norwood. "It is cruelty."

KENS 5's Eric Gonzales has the details.
