A San Antonio woman is trying to make bail after being accused of stealing money from an elderly woman in her care.

Carlotta Garcia is accused of withdrawing nearly $1,700 from the victim's bank account.

The 86-year-old victim told authorities she put Garcia on the account in case of an emergency.

The 49-year-old suspect is being held in the Bexar County Jail on a $30,000 bond.

Just Thursday the San Antonio City Council approved new, tougher ordinances on caregivers in hopes of protecting the elderly who are often targets of crime.

The ordinance was sparked after a 61-year-old woman was stabbed to death in her home, allegedly by her caregiver.

Starting in January, caregivers must be licensed or face a fine. They must also pass a background check.
