DALLAS (AP) — Republican Congressman Quico Canseco is vowing to challenge his roughly 9,000-vote loss to Democratic state Rep. Pete Gallego.

He has refused to concede and says scores of fraudulent ballots were cast in U.S. House District 23.

His campaign also says military and absentee votes that could still swing the race have yet to be counted. The district stretches from San Antonio west almost to El Paso.

Gallego's unofficial margin of victory was about 9,200 ballots out of nearly 191,700 cast.

But Canseco's campaign says it has contacted state officials, alleging double- and triple-counting of ballots in South Texas' Maverick County.

They also say witnesses saw photocopying of Gallego ballots in neighboring Zavala County.

The campaign says it's still collecting evidence of voting irregularities, then may call for a recount.
