HOUSTON -- A wake was held Friday night for former Houston City Councilman Ernest McGowen.
McGowen was the second black person elected to Houston City Council. He died Sunday at the age of 87.
McGowen made a lasting impression on Houston with the creation of the city’s Minority and Women Owned Business program, which still exists today.
