GALVESTON, Texas — The cruise industry is one of the Port of Galveston’s largest revenue generators, but attracting and keeping passenger liners comes at a steep price.

The port is considering borrowing $12 million to upgrade the public docks in preparation for times beginning next year when three cruise ships will berth on the same day.

That’s on top of the more than $65 million the port, which operates 257,657-square-foot cruise complex — the largest single-berth facility in the world — has invested in passenger liners since 2000.
