LEAGUE CITY — Leonard Cruse, the colorful former councilman and mayor who was instrumental in creating the city’s city administrator’s position, died Monday in Plano. He was 71.
Cruse was mayor from 1977 through 1979 and served on the city council from 1974 through 1977.
“He took League City from the farm town it was to an actual city,” Chris John Mallios, a local historian who writes a regular history column about League City for The Daily News. “He was the one who brought the first city administrator to League City and that’s what got us started in that mode of becoming a city.
“That really transformed League City.”
