SPLENDORA, Texas – A Harris County deputy is on leave while she is investigated for animal cruelty.

Investigators believe Monica Cooper dumped two horses at a riding stable in Splendora. Both were severely emaciated.

Cooper apparently told stable workers she was with Montgomery County, and then drove away as they looked at the horses.

That was back in July.

On Friday prosecutors charged her with two counts of animal cruelty.
