TEXAS CITY — An appeals court dismissed a lawsuit brought by a woman who sued the city of Texas City when her twin girls and husband drowned while swimming at the dike.

Twins Samantha and Alexandra Suarez went swimming Oct. 3, 2010, at the beach area of the dike, but strong currents overtook them. Hector Suarez, their father, tried to save the girls, but he, too, was pulled under by the strong undertow and was carried into Galveston Bay.

The bodies of Hector Suarez and Alexandra were recovered with help from the U.S. Coast Guard. Samantha’s body was recovered nine hours later. Suarez was pronounced dead four days later at a hospital.
