Residents say Edouard was an annoyance

HOUSTON -- When the rain started falling this morning in Galveston, the City Manager said a little precipitation would be a good thing.  But he openly worried about everyone else in the city.

"I hope the folks that are going to get it, are not going to get it too badly," said Steve LaBlanc, Galveston City Manager.

LeBlanc’s wish came true as most people in the area did not suffer a lot of storm damage.  Instead many residents, such as Monica Looney, said Edouard was more of an annoyance.

Looney lives on Ledge Street in southeast Houston where the road was ankle-deep with water.  Located near the Gulf Freeway, she said her street is a notorious trouble spot for any type of storm.

"I've been here two years and this is what happens," said Looney.

The Houston area experienced minor flooding all day, and one accident involving a pickup truck on Fairmont Parkway in Pasadena made it even worse.  The truck veered out of control, and sheered off and landed on top of a fire hydrant.

The hydrant water, on the same day as a tropical storm, proved to be too much for the Pasadena drain to bear.  It caused the street to flood.

In addition to the flood, the accident also cut off water to a medical clinic next door. So while many were getting too much water today, for a while some did not have any water at all.
