Pasadena passes demonstration ordinance
03:32 AM CST on Wednesday, December 19, 2007
The City of Pasadena passed an ordinance restricting demonstrations in front of people's homes. The new ordinance came about because of protests in front of the home of a Pasadena homeowner who shot and killed a pair of burglars after they broke into a neighbor's house.
The new law all but bans picketing in front of privately owned homes. In a 6-0 vote, the Pasadena City Council banned picketing on front of a residential dwelling.
The ban comes about after protestors clashed in Joe Horn's neighborhood on Dec. 2. Horn is the Pasadena homeowner who shot and killed the two illegal immigrants he saw burglarizing a neighbor’s house on Nov. 14.
The shooting sparked a national debate, with some saying Horn did the right thing and is a hero. Others have compared him to a gun-toting vigilante, who did not have reason to leave his home and shoot the two men.
About 50 people attended Tuesday’s council meeting, with one woman sporting a “Free Joe Horn” T-shirt.
Only two people spoke in favor or the ordinance, while none spoke against the new city law.
Horn, 61, has not been charged in the deaths of Diego Ortiz, 30, and Hernando Torres, 38. The Pasadena police department on Monday, turned over what evidence it had gathered to the Harris County District Attorney for a possible presentation to a grand jury.
