Spring ISD substitute teacher accused of fondling student

A Spring ISD substitute teacher was arrested and jailed after being accused of improper relationship with an 18-year-old student.

According to court records, Carlos Hector Valencia admitted to engaging in sexual contact with one of his students.

He said it happened twice in the barn located on the campus of Westfield High School.

That is where Valencia, 42, taught Spanish.

The alleged victim told police that Valencia told her she was "sexy" and "hot."

She said he fondled her in November inside the school's barn.

“The Westfield High School administration was notified anonymously by a student on Nov. 26 of an improper student/teacher relationship. The notification was made through AnComm, an anonymous communication system, which the school encourages students to use when they have concerns. Having this system in place allowed us to become aware of a situation in its early stages and we were able to immediately remove this teacher from among our students. The improper relationship appears to have been an isolated incident involving one student. We are proud of the student who had the courage to alert school officials. We will continue to encourage students to always talk to their parents and school officials any time they feel threatened or compromised. The teacher, Carlos Hector Valencia, was suspended on November 27 while the district began a full investigation and his employment with the district has since been terminated.

Valencia had taught Spanish classes at Westfield High School since August 2006. This year he had taught students ranging in age from 15 to 18 years old. The District routinely checks the criminal history and references before hiring an employee and Valencia passed all those checks. A letter was sent to parents of students enrolled in Valencia’s classes making them aware of the allegation. Valencia was arrested Monday, Dec. 17 on a warrant issued by the Harris County District Attorney’s office. He has been charged with improper teacher/student relationship.”

Letters to the parents went out several weeks ago.
