A new toll road for the Houston area?

The Harris County Commissioners Court is considering a plan to add another toll road to the Houston area.
The court recommended a review of a plan Tuesday to expand the Grand Parkway, creating a ring around the city outside of Highway 6.
The toll road would pass through five counties and cost more than $5 billion.
