Police nab man under new copper theft law

Months ago, Houston began requiring scrap metal dealers to record the identities of their customers.

On Thursday, police announced their first arrest based on that new law.

Police arrested Bobby Joe Crain.

He was charged with stealing thousands of pounds of copper telephone wiring from AT&T.
