City sells Rice Village block to developer

A new development in Rice Village has gotten the nod from the Houston City Council.
With no opposition, the Council approved abandoning a block of Bolsover Street between Morningside and Kelvin, selling it to a developer for $1.5 million.

Some residents and business owners in the area had opposed the sale, claiming the sale price did not justify closing a busy street.
Councilwoman Anne Clutterbuck, who carried the initiative, said the process revealed a need to revisit the city’s procedures for selling streets to developers.
She pointed out that in this case, the developer made promises that it would add 40 additional parking spaces, plus enough parking for businesses and residences, as it developed the block.
The developer, Lamesa Village, plans to close the 2400 block of Bolsover and build a complex that includes 225 condominiums and more than a hundred thousand square feet of retail and office space. The developer will also build a pedestrian plaza.
