Rain puts TxDOT behind on major road project

It's like the road announcement that never ends. The blinking sign offers a warning of what’s to come -- closure coming.
At least that's how it seems where Interstate 45 at the 610 loop.
"Not only have they never closed them, but I don't ever see anybody working. So I don't understand what the problem is,” complained motorist John Holmes.
Holmes isn’t too far off base. Despite the signs warning of closure, the roads have stayed open.
So what’s the delay?
The problem is simple really. Rain, rain and more rain.
Seems all this rainwater doesn't mix with concrete.
"You have to have a concrete pour you have to have a stable period of time,” said Norm Wiggington of the state’s transportation department.
The interchange is virtually finished, just a little left to do. It’s been that way for more than a month.
"It is very, very close we are getting very anxious about it. Everybody wants it done,” said Wiggington.
Contractor incentives – whereby the construction company gets a bonus for finishing early or is penalized for finishing the job late -- are still in place despite the delays because weather delays are built into the contract.
This interchange has been under construction Since April of 2005.
Most of the major projects around the city have been able to keep working -- just not at this one interchange it would appear.
All this rain is creating another problem for the Texas Department of Transportation.
"When you have weather like this with a lot of wet weather and then the next day it is very dry and hot, that means we'll have pot holes,” said Wiggington. “Lots and lots of potholes.”
And you know what that means? Even more construction.
