Houston City Council gives taxi ordinance the green light

The Houston City Council gave a proposed taxi ordinance the green light Wednesday.
The council voted to adopt some new rules for cabbies.
Cab driver will now have to pass a basic exam testing their knowledge of city streets before getting a taxi permit.
The council also voted to require newsracks in the city to adopt a uniform appearance.
